Here's how *I* would handle incidents like this.

Tell him the next time he does that, you will assume he has withdrawn

These are all disruptions that should be dealt with according to the

The appropriate alternative is to disqualify him from the tournament
after warnings, game losses, and other normal sanctions. This is all
covered in the Code of Conduct, with base penalties and escalating
penalties for continued disruptions.
