That is correct. (Though opaque sleeves, AFAIK, are still allowed for STCCG tournaments that are not part of the series leading to the world championships (states, regionals and opens). SWCCG and YJCCG do not allow opaque sleeves at all in tournament play.

Most TDs allow this, but it would be a good idea to check with the TD who runs your tournaments. Some of them are pickier than others.
