A Clarification on '99 World Championship OTSD Regional Preliminary Tournaments

In the interest of integrity for all of the remaining Regional Preliminary tournaments, we found it necessary to issue some clarifications to the rules regarding the advancement of players to their Regional Championships.

There are basically two systems at work here: A tournament with a final confrontation and a tournament without a final confrontation.

A tournament director must announce to his or her players which of these two systems will be in place for both Constructed deck, as well as OTSD Regional Preliminary tournaments. This will determine the way in which a player or players will advance to that region's Regional Championship.

In the case of a tournament that will have a final confrontation, the player that wins that confrontation will be the first player chosen to advance. Being that the scores from any final confrontation do not count towards the ratings for that tournament, the next player to advance will be the player with the highest overall score (victory points and differential; regardless of allegiance in the case of an OTSD preliminary). If there are 24 or more players in that tournament, then the next two highest scores will also advance to the Regional Championship.

In the case of a tournament that will not have a final confrontation (one that has been pre-announced as NOT having a final confrontation), the players with the highest overall scores will advance (regardless of their allegiances in an OTSD preliminary). In the case of an OTSD preliminary it is possible to have 4 players advance to a regional championship that all played the same allegiance.
