seed a ship, seed Holodeck door on it, Space Time Portal the ship back to your hand, play holodeck door to download vic. you can seed a marauder at ferengi trading post, husnock ship at husnock outpost, a ship at caretaker's array, or download one with halkan council. I think that's all of them.
