You sure are. The most reliable way to get reg at VCM is this:
Seed fed OP close to earth
Seed spacedoor
Seed Assign Mission specialists and d/l reg and another MS of your choice
on your first turn download a ship using spacedoor and fly reg to VCM
begin probing, hope you get an equipment and download Reg FC.
now your on your way....
or you can always q's tent for reg
