Yes. A special download icon, by definition, says you must play the card at the location of the icon, and the reporting is being allowed by the SD icon, not by the outpost itself. (In fact, you don't even have to report it docked at the outpost. It downloads to the location, not to the outpost, so it can simply be reported in orbit, or undocked at a space location.)
It's not much different from The Emissray's skill that allows bajorans to report where he is present. Even if he is on a Gamma Quadrant outpost, they can report where he is, because his text allows the reporting, not the outpost.
