Normally, an infiltrator can only infiltrate affiliations compatible with the affiliation in their diamond-shaped infiltration icon. For instance, the Leyton Founder can normally only infiltrate crews or away teams compatible with the Federation. Nobody has a Borg, Ferengi, Cardassian, or Dominion infiltration icon, so to infiltrate them you'll need a way to make your infiltration icon compatible. That's what Memory Wipe does. If it's seeded, it makes all of your opponent's cards compatible. A side effect of that is that it makes your infiltrators compatible with all of your opponent's cards regardless of which affiliation is in their infiltration icon. For instance, if you seeded a Memory Wipe, your Leyton Founder could infiltrate the Federation, the Klingons, the Borg, the Ferengi - anybody.
