It's a target upon encountering. If you have any SCIENCE without Greed or Treachery, the most CUNNING of those is killed. If you don't, move on to the remainder of the dilemma... have CUNNING greater than 24 to pass it. THIS is the requirement.

The Dominion has little trouble with this dilemma, as all Founders have Treachery, thus are immune.
