Again, if you can staff it, yes. If not, no. When you commandeer it, its affiliation changes to that of one of the commandeering Away Team, but its staffing icons remain Borg subcommand icons and [Borg] affiliation icons. If you capture a bunch of Borg (perhaps along with the ship with Outgunned) and can Brainwash seven of them, they retain their icons and affiliation, and can staff the ship for you. Other than that, you're pretty much out of luck. It takes the ship away from your Borg opponent, but you can't actually use it.
