You *can't* reveal Population 9 Billion until your SFC and suspended Assimilate Homeworld have both been completely resolved, because until they do, you can't have another face-up [Borg Only] objective. Population 9 Billion specifically says you place it on Earth "if your Borg have COMPLETED Stop First Contact." Part of the results of completing SFC is completing Assimilate Homeworld, so you can't get double points from it. Only "susequently completed" objectives get double points.
