Yes, special downloads can go anywhere at that location as long as its a valid target. You could special download it to another ship there.

It only allows Kazon to attempt NA missions. You can do combined Kaz/Fer away teams, but you must have a Kazon if the mission has only a NA icon. The ferengi are not immune to assimilation either. If the borg try and assimilate a combined away team, only the ferengi would be assimilated. Any thing that assimilates kazon would be ignored on a person-by-person basis.
