It was our best attended tournament yet! Now, on to the ruling - it was a tough call I made in one of the Romulan vs. Romulan games today, between Andrew and J.D. You can tell this because LoOS does not *say* it affects phasing a ship. However, the point that seems to have been missed is that after he plays his card, his opponent then gets an opportunity to take a game action (usually playing an interrupt, most other actions cannot be done on opponent's turn). The opponent can then play LoOS before the first player can phase his ship. But if he was given an opportunity to take an action and did not do so, then he loses that opportunity and the first player gets to phase his ship.
