In a Sealed Deck tournament you are allowed to switch cards between rounds from the remaining cards of the packs you opened. You must still follow normal deck construction rules however.

This is the exception however and not the standard. The reason you are allowed to do this is because the Sealed Deck tournament guidelines say that you may do this.

>In the tournament guide. It is not a gameplay rule as such, so it is not in the rulebook/glossary. It is a rule that applies to Decipher-sanctioned tournaments. You may not change your deck between matches. Your seed deck, draw deck and side decks are considered separate parts of the deck, and may not be interchanged.
