In the tournament guide. It is not a gameplay rule as such, so it is not in the rulebook/glossary. It is a rule that applies to Decipher-sanctioned tournaments. You may not change your deck between matches. Your seed deck, draw deck and side decks are considered separate parts of the deck, and may not be interchanged.
