What matters is the card allowing the download, not the fact that it is a download.
If a facility or site allows the download/report, you must obey the quadrant restrictions. If some other card (not a facility or site) is allowing a download/report, such as Assign Mission Specialists, then you do not have to obey quadrant restrictions.
