AFAIK it's under equipment. It defines 'X-related equipment' to be any equipment with X in its game text. Thus, a Medical PADD is ENGINEER-related because it has 'ENGINEER' in its game text.

Downloading *is* reporting. And the answer is no. The Breen CRM 114 explicitly states that it *only* reports if a Breen or arms dealer is present.

No. First, cumulativity is *never* implied - it's always explicitly marked with the word 'cumulative.' However, it doesn't matter here since different cards (the Vorta, Jem'Hadar, and Cardassians) are providing the effect. More importantly, there's the rule that a ship can only benefit from one matching commander at a time. VR Headset does not override that.
