I'm posting this here rather than under the thread in question because it's a ways down the board.
Dr. Noah's skill lets him capture the most CUNNING personnel present who is "capturable" -- i.e., your opponent's most CUNNING personnel present. You may never capture personnel you control, so your personnel present (including Dr. Noah himself) have no effect on this situation.
