You do not even need to announce what card you are planning to download when a download could be any one of a number of cards (and in the case of VCM, it is literally any card). All you do is begin the download process: look through any or all of the four possible download sources, in any order, and finally select a card and show it to your opponent. For example, if you are using the Borg Queen's download in place of a card draw, you simply announce that you are using the Borg Queen's skill to do a download (when you have a card draw to replace), then hunt through your deck etc. until you decide what drone or A Change of Plans" you want to select.
