Missions are set at 6, no more, no less - but the other seed cards are not limited like that.

You can put all the Borg Counterparts in you deck and then seed only one of them with your Cryosatellite, putting the rest out-of play.

You can put up to 6 sites in your deck and seed any number of them at your or your opponent's nor, putting the rest of them out-of-play.

There is no rule saying you have to seed all of your dilemmas, if your opponent goes all-planet, you don't have to misseed your space-only missions, you can put them out-of-play instead.

All other seed cards you put in your seed deck, like seedable objectives and events, don't have to be played on the table, they can all be put out-of play if you so desire.
