You may reveal it as a valid response to whatever the card affects. Since it affects mission attempts (by not allowing a specific mission attempt), you may reveal it during a mission attempt only as a response to the initiation of the attempt. Facing dilemmas is part of the results step of a mission attempt, so you cannot do it then.

It must say they were Shakaar resistance.

No. Reporting for free is still reporting a card.
