Now everybody else seems to think that you must declare it cool, but I don't think that's right. If you choose to declare it uncool, then you can do that. Then, if your opponent argues (ie, thinks it was cool) you can have the free event, and if your opponent agrees (ie, thinks it was uncool) then you neither argued nor agreed it was cool. So no result except a wasted card play. ;-)

If *you* do not initially think that the last game action was cool, then you have no grounds to play a PA at all--you do not meet the conditions for initiating the card play, and it goes back to your hand without there being any need for an argument. It's the same as saying that you can play a card "if you just completed a planet mission." If you didn't just complete a planet mission, you cannot initiate the card play.
