Currently, only Engage Shuttle Operations, Establish Landing Protocols, and Hidden Fighter will allow you to get a ship to the surface of the planet. Each of them will also dictate what they allow to land. Also, Launch Portal will extend ESO to include scout ships.
The Bajoran Interceptor, Phoenix, and Vulcan Lander can land without the use of special cards.
