You can reveal it "at any time" between other game actions, *or* as a valid response to an action. To be a valid response, the HA must directly and specifically modify or nullify the action you are responding to. A mission attempt is all one action, so you may not reveal a HA during a mission atempt unless it is a valid response to part of the mission attempt.

No. Fair Play does not prevent you from attempting a mission. It only prevents you from solving it. So it is not a valid response to attempting a mission.

No.
>Can you flip fair play after they are half way through the dilemnas even if they are not stopped?

Neither. It does not affect mission *attempts* in any way, except for solving the mission.
>Does fair play stop someone who plays an espionage card?
Yes. Espionage cards only allow you to attempt missions with a different affiliation from what is on the card. Fair Play has nothing to do with affiliations; it says you may not solve the opponent's missions (except under certain conditions).
