Yes. Any card draw can be replaced via any download that is 'in place of a card draw.' That includes draws from Ooby Dooby, Masaka Transformations, Kivas Fajo - Collector, The Traveller: Transcendence, Seven Of Nine, and We Are The Borg as well as your end of turn draw.

Yes and no. A Borg player will still have his/her/its Kevins, Amandas, and Q2's placed out of play by Oof!, however they won't lose points because Oof! doesn't specify that its bonus points affect the Borg.
