The Borg do not work like other affiliations, in particular, they do not attempt missions; they complete objectives that target mission locations and ships. There are specific rules for how they go about this, based on a concept called "scouting."

You need to read the Borg rules thoroughly. These are all contained in the Glossary to the official rulebook that is posted on this website for downloading (this is much more complete than the Glossary in the DS9 rulebook). Start with the entry "Borg", which will give you an overview of how the Borg work, and will refer you to the other entries that you will need to read, such as "assimilation" and "scouting".

I would not recommend that you try playing Borg until you have learned how to play with the more normal affiliations, using the basic rulebook. Be sure that you go by the DS9 rulebook or the rulebook "1.1" from a Starter Deck II (or download the complete official Rulebook along with the Glossary), not an old rulebook from original starter decks.

It's not really a question; Rogue Borg do the attacking, not the other way around.

These questions are answered in the Glossary. There are special rules for seeding their outpost and for assimilation.

You may not have any non-Borg personnel, ships or facilties in your deck or side decks. Again, this is covered in the Glossary.
