When the Borg complete an objective targeting a mission location, any artifacts there are placed face up on the planet (or on top of the space mission, for example Cryosatellite). If the Borg player has a Survey Drone present, it may acquire those artifacts at that time. But if there is no Survey drone, or he chooses not to acquire the artifacts, they are left there and you may pick them up later.
