What was the specific question you asked at that time? There is a big difference between an illegal download and an invalid download.

If you play a card to do a download and I flip a Computer Crash, it is now illegal for you to do any downloading or to play a card requiring a download. In that case, the whole download is prevented from being initiated, and the card goes back to your hand. This is peculiar to hidden agendas, and does not apply to other situations. Or, if you tried to play Going To The Top but you did not have two [C] personnel together on a facility, the initiation fails (you didn't meet conditions for that card play), and the card goes back to your hand.

If you initiate a download with RRD, you pay costs (use the resource of playing an RRD), select the use of a multi-function card (matching commander or a Captain's Order) and choose a target (by going through your deck, etc. and picking out the target card). If you find there is no such card available to download, then the download was invalid -- not illegal -- and you lose the resource of the RRD. It is disposed of according to one of the ways on the card-- you used the card even though you got no results.

In my opinion, once you have done this once, you can't do it again unless you Regenerate your deck, perhaps, because you have shown that there is no valid target for such a download. Repeating it seems to me to be stalling.
