It doesn't say "seed and play HERE", just "seed and play (one per turn)." This is a doorway that you can seed (or play) on the table to allow your [AU] icon cards to enter play, just as the Alternate Universe Door allows that to happen. The difference is that with a Space-Time Portal you may play only one [AU] card per turn, while an Alternate Universe Door allows you to play multiple [AU] cards during a turn, such as more than one [AU] personnel (using Red Alert to allow extra cards to play) or several [AU] interrupts.

During the seed phase, you must have either an Alternate Universe Door or a Space-Time Portal, seeded during the doorway phase, if you want to seed [AU] dilemmas or artifacts. Neither doorway allows you to seed [AU] cards that are seed cards (such as personnel).
