This feisty little runabout is almost--but not quite--a dual-affiliation ship. While true-blue Federation in border and affiliation icon, it may also be used by the Bajoran affiliation. So even if you are playing an otherwise straight Bajoran deck, without a treaty in sight, you can still report this ship to Deep Space 9 and staff it with any Bajoran, without needing a matching Federation crew member along for the ride. Of course, the best Bajoran to staff it is its matching commander, Kira Nerys.
