Tora Ziyal

One of a handful of unique personnel who is seedable under a mission, Tora Ziyal can be "rescued" from Dozaria (by completing Search for Survivors) along with any number of (non-duplicated) universal Bajoran- or Cardassian-affiliation personnel. Since she is dual-affiliation (Cardassian and Bajoran), that makes her useful to either affiliation with an appropriate set of universals. Her regular skills are modest--Youth for a few missions, Geology for an increasingly important number of dilemmas. But perhaps her most important skill is the +3 INTEGRITY boost she gives to her daddy, Dukat. With an intrinsic INTEGRITY of 4, he needs all the help he can get, so get father and daughter together as quickly as possible.
