With MEDICAL being the most highly-valued classification for overcoming dilemmas, the Infirmary will be a standard among your site cards if you're playing with a Nor. Besides allowing reporting of MEDICAL cards, it's the only direct way to revive personnel you saved from battle death with a Hypospray. Infirmary + File Mission Report + Eliminate Virus: Borg-proof at 30 points nominal, but really 35 points in disguise.
