Bajoran Civil War

Bajoran Civil War can be a valuable defense against a Bajoran opponent trying to crowd you out of Deep Space 9, allowing you to fight for sole control of the station. In other situations, the download of two Bajorans (even with the limitations on who you can download) can be very strong. Maybe you'll want to download them to your Emissary in the Gamma Quadrant for some extra Colony points. Or maybe grab Rinnak Pire and Kallis Ven for an excursion into the Badlands.

Combos:
Bajoran Civil War + Chamber of Ministers: If you have a Minister, Vedek or Kai in hand, you can report three personnel in a single turn, no Red Alert required.

Bajoran Civil War + HQ: War Room: Download exactly the personnel who will receive bonuses from the War Room -- perfect for a personnel battle strategy. Bajoran Civil War + Rinnak Pire + Rinnak Pire: You don't have to choose two different Bajorans, so Bajoran Civil War is one great way to get your Rinnak Pire armada rolling.
