You have a misconception about the universal missions. You may have cards with you to use for purposes when you need a card from "outside the game", but they are never considered part of your deck(s) and should not be mixed with them. I personally keep my extra missions in my card box in a separate stack, and never put them out on the table except when I need to use one.

What is supposed to happen before each match, and what we enforced at the World Championships, is this: each player counts his opponent's decks. You verify that he has no more than 30 counted seed cards, no less than 30 draw deck cards, and no more than 13 Q's Tent side deck cards. The missions and sites are seed cards but not counted; you keep them in a separate stack and cannot have more than you are allowed in that stack--that is, you cannot have extra missions or sites, and choose the ones you want to use at seed time. You must have exactly 6 missions (or their equivalent in v Space missions) and no more than 6 sites.

All seed cards that you do not use during the seed phase, for whatever reason, are placed out-of-play and must be shown to your opponent when you do so, so that he can verify that you do not have extras of anything (and for other reasons). The requirement to show the cards has not been officially indicated yet (but is readily extrapolated from the requirement to discard face up so your opponent can see it), but it will be in the Current Rulings on 5/17--we just discussed this in the rules committee for reasons related to the infiltrator reporting changes that will also be in the 5/17 CR.

That's exactly why this is not legal. You should not have anything in your seed pile except your 30 seed cards, 6 missions and sites, and any of them that you do not seed must be shown to your opponent before placing out-of-play.

That's where I keep my outside the game cards (not the same as out-of-play cards). But when you start the seed phase, your actual deck should be on the table, not in your box, and your opponent should count them. There should never be any question of how many cards you have and whether you have exchanged any of them.
