There are no revised rulings on probing; this was never allowed. Probing is always done at the end of your turn. You can't do anything after end-of-turn actions except draw to end your turn (or do anything that replaces your card draw, such as a Borg download). Your turn proceeds according to this:

start of turn actions
normal card play
execute orders (includes moving ships, scouting etc.)
end of turn actions (includes probing)
draw card to end turn
