Here the order of events:
Option end of turn "phase":
- Draw Probe Card
- Examine card for matching icon
- Replace Probe card on TOP of your draw deck
- Carry out the instructions for that outcome
Draw card.
If the outcome allows you download a card, the Probe card will be shuffled into the draw deck (if you look through it). If not, you will end up drawing the probe card (unless the outcome is to draw the probe card, or you are not allowed to draw a card this turn).
