Therefore, in the captains mind, its mission is done, right? If there has been a ruling on this I have missied I am sorry.

The ruling on Patrol Neutral Zone, which is a specific exception to normal cloaking rules, was made because of an important gameplay balance issue--as a counter to the overly powerful PNZ strategy. I am aware that it is inconsistent with the Post Garrison ruling, but we are not yet convinced that PNZ has been curbed to the point where we can retract this ruling as it applies to PNZ.
