True, but the two ways of infiltrating are: (1) reporting the personnel directly to the opponent's outpost (or whatever); or (2) taking an already reported personnel with an infiltration icon (who is currently Dominion affiliation and working for you), and bringing him together with the opponent's crew or Away Team, where he rejoins them.
Once you expose him, he must be away from the opponent's personnel, and then must join some of the opponent's personel again. Otherwise he is not infiltrating.
