Resolving Engage Cloak is one overall action, but it has sub-actions (like a mission attempt or a battle) that can be responded to. When you are ready to declaok, you put the ship back at its former location, then may make up to three moves for the three full turns it was on EC (plus you may make another move for this turns RANGE, if its your turn and you want to use it now). Each of these movements is a separate sub-action that your opponent may respond to with Wormholes. After you have used any movements you choose to use, then the ship actually decloaks.
However, while your opponent may respond to the movements, he may not play unrelated unterrupts between the sub-actions, because it is all part of onbe pverall action like a battle. This would include Rogue Borg or Loss of orbital Stability. In any case, the ship is still cloaked while you are resolving those movements, and Rogue Borg cannot play on a cloaked ship.
