No. You may seed only one artifact at a location, unless a card specifically says you can seed more. A dual-icon mission is still only one location, not separate space and planet locations.
The Cryosatellite allows you to seed one artifact "in" the Crysosatellite. So the Cryo itself is your "one artifact" for that location.
