You are correct. "Each of your turns" means only the turns of the player who played the card, not the opponent. This is explained in the glossary under "turns." If your TD does not have a copy of the latest rulebook and glossary, and the current rulings, at his tournaments where you can look things up, you should bring your open copies (you can't refer to them except while trying to resolve a rules question referred to the TD). Then when a dispute arises, you can point to the place in the rules that supports your case. It's difficult to see how a TD could insist that the card meant what he said, when the rules clearly state what "each of your turns" would mean.

There is no formal complaint procedure, but the tournament coordinator may be contacted at tournaments@decipher.com. However, be aware that a TD's decisions are final and they will not be overturned by Decipher, that is, the results of your match will stand.
