*** Quick Rules Deck Format ***

This is a kick-ass Romulan Treachery Deck.  While 
it focuses on solving missions quickly, because 
it has most of the stongest Romulans in the game,
it's flexible enough to become a Battle Deck or
Mission Stealing Deck if the opportunity arises.
With his ability to solve Covert Installation 
single-handedly, Sirol is the key in the early
game for a quick planet mission grab.
