This Ferengi mission solver looks like it's got a big draw deck (and it
does), but it works a lot faster than you might think at first glance.

Let's have a look at the first turn.
        - You have Dr. Borts and Qol in play as your starting mission specialists
        - Download Brunt into play with Writ Of Accountability
        - Download Anya with Defend Homeworld
        - Anya downloads Salia (oh yes, baby!!!!)
        - The 1st Rule of Acquisition downloads Grand Nagus Gint and a piece of
Gold-Pressed Latinum to your hand
        - Play Grand Nagus Gint for free
        - Play a Q's Tent if you have one for Ferengi Conference and play it to
download Ishka (6 dots) and Gaila (5 dots)
        - Play the Gold-Pressed Latinum in your hand for free to Ishka and then
exchange it (as you're at your homeworld) for a Ferengi Disruptor Rifle
        - Gaila can walk onto the planet (take other people with him in case
someone's playing around with Thine Own Self) and download Hidden Fighter,
in turn downloading Establish Landing Protocols and Quark's Treasure
        - Grand Nagus Gint downloads the 34th Rule of Acquisition onto Ishka

Not bad, 'eh?

Next turn, fly to Empok Nor in the Quark's Treasure with Ishka and a
Leadership personnel (usually Salia).  Fire on Empok Nor to draw two cards
with the 34th Rule of Acquisition and repeat this every turn.  (You can fire
on Empok Nor as it is uncontrolled.)

Through doing this, you're drawing three cards every turn (or 4 once you
play The Traveler: Transcendence), which will allow you to have the cards in
your hand to play.  Almost all of the personnel play for free to the
homeworld, or for free to Dr Soong in the case of the Soong-Type Androids.
The only ones that don't are Goss, Letek and Prak, who are there because
they fulfill two of the requirements for Search For Weapons.

Other personnel combinations I often downloaded by Ferengi Conference were:
        - Frool, Leck and Nava
        - Frool and Quark
        - Leeta and Nava
        - Maihar'du

It's important to try and get hold of Leeta when you can to protect yourself
from Firestorms and Chula-Alien Parasites combinations.

I self-seeded a Cytherians at Survey Star System for a quick 15 points,
although I only actually used it once.  I had a Q's Planet-Horga'hn combo
and a Phoenix in the Q's Tent as well, but did not need to use either of
these.

I stocked Fair Play despite the majority of my missions being universal, so
that I could protect Deliver Message, Kressari Rendezvous and Q's Planet.

I stocked Wormholes and Space-Time Portals to help move myself around the
spaceline, although if my opponent did not have a Q The Referee still
available, I sent my opponent over to Survey Star System.  Quite often
people used Q The Referee to download Panel Overload/Scanner Interference or
It's Only A Game/Scorched Hand, so I managed to exhaust my opponents'
contingencies on occasion.

Ferengi Infestation dilemmas were used just for their wall capability, not
to download personnel, as I didn't want to have to go along to pick them up.

I had one game where my opponent seeded Wormhole Negotiations and I used Goss
and Brunt to steal it early on, in combination with playing a Senior Staff
Meeting on my own Dead End dilemma.

The deck isn't really set up too well for space dilemmas - I didn't attempt
Kressari Rendezvous once, but proved to be very strong on planet dilemmas.
With space missions, I opted to use enough people to play a Senior Staff
Meeting and see what was coming next.

(As a side note, Qol has managed to die from random selections in every game
I've played with this deck.)

That's about it then.  Salia rocks the world.
