The Federation Holos - Dr. Isaac Newton and Albert Einstein are good choices, too. You might want to add the real Leah Brahms in addition to your holo version - 4 Engineers for Repair Mission. Also, Christopher Hobson is a good AMS choice - he's got a command star to make sure you can fly a ship on turn one, and gives you the AMS bonus points that Barclay can...in fact, Fed Engineer decks are great AMS decks all around.

Gerogi La Forge, Dr. Reyga, Neela Daren, Richard Wilkins, Lt. Picard are all good choices for a deck like this...

Cool deck. I think that Fed Engineer decks are one of the strongest, basic strategies. They are pretty timeless, and each expansion seems to enhance the design in some way. The only problem is fast reporting. I've used Barzan Wormholes / Wormhole Negotiations, STP drop and AMS (sometimes all together) to get people going quickly. Whatever you can do to download personnel right away is good.
