Similar to the Major Rakal, this deck is a theme deck, not a power deck. Nevertheless it has proven quite successful in play. This deck centers on ambassadors and diplomats - those peacekeepers who are too easilyforgotten over Klingon killer decks and all bridge crew games. Every personnel included not only has Diplomacy as a skill - they are all politicians, ambassadors or has somekind of diplomatic experience. Not all of the bridge crew who have the skill of Diplomacy have been included as they are not all to be considered true diplomats (Worf?). Picard is the exception of course. He has proven his diplomatic skills more than once. Admiral Nechayev is representative of the diplomatic abilities of Starfleet command (e.g. handing over the Federation colonies to Cardassian control). Deanna Troi has shown some diplomatic skills in the episodes "First Contact" and "The man of the People". On the Klingon side both Chancellors of the high council had to be taken into the deck (Gowron and K'mpec) as well as Governors K'Tal and Worf. Alexander Rhozenko grew up to be a peacemaker, so his alter ego K'mtar has been included. The Romulans don't have a lot of Diplomacy. Senator Pardek of course is the prototype of a Romulan politician. Alidar Jarok doesn't even have Diplomacy but was included for his attempt of saving peace between the Federation and the Romulan Empire when he defected to the Federation. Neral does not have Diplomacy either but he is a Romulan proconsul and you need a backup Romulan VIP. The non-aligned are represented by Devinoni Ral, Maques and Dathon, all of whom have been involved in some kind of negotiations or diplomatic contact in the series. The Missions: All missions require Diplomacy. Your outpost should be seeded at the Diplomatic Conference mission. You can gain enough points to win by solving just two missions, Diplomatic Conference and Wormhole negotiations. Dilemmas: Nagilum and Shaka are the two Dilemmas that can be overcome by Diplomacy alone. Q was added as the ultimate challenge for any diplomat. Zaldan is a dilemma that is directed against diplomats. Add more dilemmas of your choice. Other theme cards: The Receptacle Stones were included because Ves Alkar, a treacherous diplomat, used them in the series on Deanna Troi. Q-Nets are the events of choice for a diplomatic deck. You will have no problem at all to overcome them but a Klingon ship might be caught between two. The treaty cards can also be considered theme cards. IKC Bortas was included as Gowron's flagship in the Klingon Civil war (Klingon Diplomacy :) ) and the Enterprise for obvious reasons. Both could be replaced by universal ships (see below). Other Cards: The equipment cards are necessary because almost all Diplomats are officers or VIPs. Other cards include speed cards (like Kivas Fajo, Red Alert, and The Traveler: Transcendence) and "standard issue" cards that are included in almost every deck (Res-Q, Uxbridge, Palor-Toff etc.). Replacements: Any Diplomat can be replaced by another personnel with Diplomacy. The rare missions Diplomatic Conference, Wormhole Negotiations and New Contact could be replaced by Krios Suppression, Cloaked Mission or any other mission with Diplomacy. The second Kevin Uxbridge may be replaced by a Q2. The ships can all be replaced by universal ships (Galaxy class, Vor'Cha, Scout Vessel). The USS Brittain was added as a backup ship with a small crew compliment. You may opt to take another crewmember along (e.g. Riker or Beverly Crusher) instead.
