The Good, the Bad and the Ugly

little things in life. Is
Bajoran 3. First Minister Shakaar. Why: In addition to good stats (9/8/7),
this guy can turn up the
2. Kira Nerys. Why: It's a no-brainer, good stats and good skills are great but what makes her special is her ability to solve missions easily. Orb Negotiations and Relocate Setters she can pass by herself to net you 65 points plus a couple of Orbs. Oh, first turn Defend Homeworld isn't to bad either. 1. Vedek Dax. Why: Kira's skills are good, but Dax's are way better.

Cardassian 3. Kira. Why: Though not as good as her Bajoran counterpart, she's better
than most
// Editor's note: you could find people to argue the "weakest affiliation" part ;-) 2. Dukat. Why: Same reasons as Kira: good skills, good stats, and a ship. But what makes him better than Kira is that he can report to Central Command for free. 1. Legate Damar. Why: He can report for free, his skills are moderately better than Dukat and he has an undisclosed special download. // Editor's note: this article was written before For Cardassia! was revealed Honorable Mention: Elim, Gul Madred, Enabran Tain PS: Cardassian desperately need better Science personnel.
Dominion 3. Goran'Agar. Why: The best Jem'Hadar out there. First, he not white dependant which is good if someone Disruptor Overloads your Ketracel-White. Second, he can at will nullify one of the most used dilemmas in the game, Hippocratic Oath, which is great because good Dominion Medical (or Science) are far and few between. Third: his skills aren't that great, but his stats are great and can really kick butt in battle. 2. Bashir Founder. Why: Extra Medical is always good. His skills bust most Medical dilemmas and his staff star can help pass Oops. He can infiltrate but until decipher explores that ability more it's kind of mute. With the armada deck being used less and less his supernova ability won't seeing much action these days . All in all a solid personnel. 1. Deyos. Why: When just one personnel totally revitalizes an affiliation, he must be pretty special. Let's see, he's got average stats and his regular skills kind of suck but thanks to this guy you'll never see Jem'Hadar mission specialists. His Security lets you get him with Defend Homeworld, that's a plus, and his special skill allows you to draw a card every time a non-youth Jem'Hadar enters play with him present. This sped Dominion decks into warp speed. Picture this, download Deyos, ASP a Jemmie, draw a card, play a Young Jem'Hadar, switch him at the end of the turn, draw a card, draw a card, end turn. Now you see why there will no MS Jem'Hadar. Honorable Mention: Lovok Founder, O'Brien Founder, Borath
Federation 3. Data (premiere). Why: Soong-Type Androids are far above the rest. First being an android he's immune to quite a few dilemmas and can report for free to any Cybernetics which isn't hard to get out. Data has the best stats in the game and a good selection of dilemma busting skills. He's got four Federation personas so if you need a tricorder or encryption code you can easily switch them 2. Mr. Spock. Why: There isn't much he can't do. One, He's a leader and (once per game) can take out two people in personal battle. Two, besides impressive stats, his skills are second to none. With classic tricorder there is only a handful of dilemma he can't pass by himself. Plus, he can report for free at K-7. 3. Dr. McCoy. Why: Double Medical and Double Exobiology, that alone makes a personnel worthy (look at Mora Pol). But with biology as well and the ability to nullify any Medical dilemma makes him one of the best personnel in the game. Plus his download is kind of cool, at the moment there's only one "I'm a Doctor, not a .." but there is guaranteed to be more. (I can't wait for " I'm a Doctor, not a bricklayer") Also he doesn't have a command star, now that doesn't seem like a bonus but the increase use of Oops in tournament decks it definitely helps. // Editor's Note: check out I'm a doctor, not a bricklayer on Decipher now Honorable Mention: Luther Sloan, Geordi LaForge (FC), Wesley Crusher

Ferengi 3. Gaila. Why: When Defend Homeworld came out it became apparent that Gaila would be an obvious choice. Like Lore he has triple classifications and he has the usual Ferengi skills (Treachery/Greed/Smuggling). His attributes are average but his special skill makes up for it. Hidden Fighter can let you download Quark's Shuttle if you need range or Brunt's if you need shields, which saves you a seed slot because you'll never need a Spacedoor. To top that off he is also an arms dealer so you can give him those Breen CRM114, take him to a homeworld, target its headquarters and 3-5 turns later it's toast! 2. Quark. Why: He is the man, Quark has a the most skill dots in the game. Unfortunately his skills are not very good for solving dilemmas, but kick at passing Ferengi missions. He has the usual Ferengi skills: Treachery, Greed, Smuggling, Acquisition and has Anthropology, Diplomacy, Computer Skill x2 plus a Civilian classification. It's all the little extras that make him great. His variable integrity is a plus and his orb icon can let him take advantage for all five orbs. It's his special download that grabs my attention. As of this moment it's not so great, it's easier for Ferengi to use a B'rel, but with Mirror Mirror coming out there will probably be an Objective that let you take one to the other side for some sort of bonus. Why else would Decipher have put Quark's name on Emblem of the Alliance. 1. Brunt. Why: When a Ferengi personnel is thrown into a non-Ferengi decks more and more these days it must be special. Though his skills are ok, it's his classification and special download which makes him awesome. VIP lets him report to any Guest Quarters and he can download Writ of Accountability, the scourge of cheese decks. Just pop him into any Q's Tent and let him rip. Klingon 3. K'chiQ. Why: If one thing is for certain in this list is that versatility
is a must have for

2. Kang. Why: Like Deyos when a personnel changes the way you play an affiliation, he must be special. He's got good stats and an red nemesis icon which goes well with his special download of Blood Oath. His two classifications allow for easy downloading (Ops or Defend Homeworld) and his skills are common for Klingon missions. Also he has his very own ship to command so he fits well into armada decks. 1. Jadzia Dax. Why: Pound for pound she is the best personnel in the Klingon empire. Her stats are great and her skills are dilemma busting good. Her nemesis icon complements Kang very nicely and her special skill adds a nice touch to any Blood Oath deck. Just be careful; like her Bajoran counterpart she'll get hit with Unscientific Method every time. Honorable Mention: Koloth, Kor, Worf Son of Mogh, Mogh
Non-Aligned 3. Galen. Why: Non-aligned are all about skills, they help you fill out away teams that lack certain skills (ex. empathy or andriods). Galen has skills galore and they are good skills too. Science is just plain useful, he can lead his people into battle and can help with popular dilemmas like Crystalline Entity, Navigational Hazards and Oops!. He has good stats too, he's one the few personnel who has treachery and an integrity greater than 4 (firestorm proof). 2. Dr. Soong. Why: He is the king of versatility. Send him and an army of Soong-types and there isn't much they can't do. Personally his Science/Engineer is great and computer skill is OK, but his Cybernetics x2 is awesome. Stick him at an outpost and you can report two androids per turn and there's a nice selection of them to choose from. Exocomp, Lore, Lal, Julana Tainer, Data (4 personas) and Soong-Types would be at your disposal. Also when teamed up with Soong-Type Android and/or Lal one per turn he can change their classification/skills to anything he wants. Now there is no wall they can't pass. He strength stinks but he has the second highest cunning in the game so keep him away from Unscientific Method. // Editor's note: the skills Lal selects must still be present 1. Lore. Why: It seems the best NA's don't work for the Federation. Lore is the king of skills. Where the Feds have Mr. Spock, everyone else can use this 7 skill wonder. He has three classifications (Engineer/Security/Civilian), can lead people into battle or run an invasive transporter, he's a regular swiss army knife. Plus he can beef up your Rogue Borg or double your Crystalline Entities, which is great because two music isn't that easy to come by for non-Fed decks. Except an incredibly low integrity (one) his stats are great and has the highest cunning in the game (thirteen). If you can get a hold of this gem, do it and see how much better your non Fed decks work. Honorable Mention: Kivas Fajo, Soong-Type Android, Vekor
Romulan 3. Koval. Why: He's versatile. He can report for free to the Continuing Committee and can act as a moving outpost for your Tal Shiar. His Security allows first turn download and exobiology is always good. Here's a neat tidbit, he's the highest ranking Romulan to date, so being Chairman of the Tal Shiar he can pass Executive Authorization with ease. 2. Lovok. Why: First, he can report free to the Continuing Committee, that's always a plus. Second, he has good stats and a very nice group of skills. Science and Transporter Skill are a must these days with Tribbles and Scientific Methods running around these days and Navigation/Officer are good too. His Computer Skill is ok but his Tal Shiar is a lot more important these days. By seeding HQ: Defensive Measures you'll protect yourself from Gorn Encounter (all Tal Shiar will pass it except Major Rakal). 1. Dr. Telek R'Mor. Why: He has a good assortment of uncommon skills.
Engineer/Science is a great start, add Stellar Cartography, two Astrophysics
and Honor (uncommon for Romulan, only 9 Romulans have it so far). He's
a great asset against space dilemmas which frequently use these skills.
His 7/7/7 attributes are some of the highest in his race (not counting
dual-personnel as always) and his special ability is second to only to
Sloan. The ability to report directly to any ship is very useful, besides
reporting to a ship stuck in the Gamma Quadrant or the Mirror Universe,
you can report him to an enemy ship and commandeer with ease.
