Not specifically with Empok Nor. There is no seeding allowance of sites "per Nor." Sites may seed only in the facility phase, and each player may seed up to 6 sites total (and they seed for free). Where you place those 6 sites is up to you. If you seeded three Nors, you could put Ops and a docking site on each one, for example. Or you could seed 6 sites on one Nor and leave the others site-less until you play sites on them. Or you may have no Nors of your own, and seed sites on your opponent's Nor. But you still get only 6 site seeds total.

To the sites that allow them to play there.

Yes, weapons have no affiliation icons.
