The card does exactly what it says it does. You play a game against a specific person, and seed Terraforming Station on a mission--it can be one of your missions or one of his. If the station is still in play by the end of the game, you get to redefine that mission's requirements. Note that you have to do it right then, at the end of that game. I would suggest you write down the name of the mission and the new requirements, and both players should date and initial it, so you can remind your opponent the next time you play him that that mission has new requirements.
If that mission is used by either player in the next match you play against that opponent, whether it is friendly play or a tournament, then the altered requirements are in effect for that match. If that mission is not used in your next match, then the "terraforming" is void.
