Yes and no. With facilities, you go by the text of the card. The Federation, Borg, Romulan, Klaestron, Klingon, Neutral, Cardassian, and Bajoran Outposts, as well as the Ferengi Trading Post all say 'seed one.' That means that you can only seed one copy of that particular outpost. For instance, if you're playing Federation and Bajoran, you can seed up to one Ferengi Trading Post, one Bajoran Outpost, and one Federation Outpost. The Husnock Outpost and Primary Supply Depot do not say 'seed one.' As such, there is no limit to the amount of Husnock Outposts of Primary Supply Depots that you can seed, provided that you have a legal place to seed all of them.
