If you control a facility at a location, you cannot establish another facility there. (Also, if you seed Empok Nor, even though you don't control it yet, it is considered "yours" only for purposes of prohibiting you from establishing another facility.) >But what about moving Nors around? Say I move DS9 (via reation control thrusters) to a bajor region planet, solve the mission--can I then build a colony there? If you control a facility at a location, you cannot establish another facility there. You could solve a mission, build a Colony, and *then* move DS9 there (moving a facility is not establishing it--establish means seed or build), but not the other way around. >I guess what I'm looking for is some succinct guide to building, moving, and overlapping facilities--the current rules and rules documents have some of the information; but I'm still lost--and therefore having a hard time describing this to new players...! It all boils down to one rule: If you control a facility at a location, you cannot establish (seed or build) another facility there.
