I hate to see these confusions happen more often. This was just brought to my attention the other day. Yes, the entry should not use the phrase "at any time" because of the confusion with the gameplay meaning. It is supposed to mean that you do not have to nullify it immediately (as you would with an Amanda Rogers), because it does not say it nullifies a "just played" Temporal Rift; it can nullify a Temporal Rift that is in play, but only during your own turn (unless you can download the AU Door, for example by discarding an STP).
